Hunting in PK zones with dual citizenship

I have noticed that some players who do nothing else other than hunting have multiple characters from different towns parked in a certain map.

For example , elves or ares clear toh3 and within MINUTES the same people are back in the same exact pit they were cleared from on their opposing town characters happily hunting without a care in the world.

I would propose to make a timeout period (of say 15 or 30 mins) for players to log in the same maps (PK Zone) on either other town characters.

Having dual citizenship and playing this way defeats the purpose of the game where towns have to fight for map control.
