Add xp to Devlin shields.

Mages really are at a disadvantage of not being able to RB with a shield (unless they don't help at all and just stand invisible with a shield).

Warrior RB sets are generally much higher than mages because of this.

Adding a small amount of XP to each shield would really help.

Dev: 10% MP, 10% XP

Sup Dev: 20% MP, 20% XP

Excep Dev: 30% MP, 30% XP
