2 new options in enchanting table: downgrade & upgrade all until lvl X

Two new options in the enchanting table:

1: Downgrade one / Downgrade all

Works similar as the upgrade item, but then downgrades them. For example break down a HP7 into 2x HP6. This should make the enchanting life a lot more easy and flexible

Potential advantage/disadvantage: it will also make the merlin achievement easier to achieve

2: Upgrade all until

Works similar to upgrade all but stops at a certain level. E.g. upgrade all on a lvl 10 light will attempt to upgrade all shards to lvl 10 light but not higher. So you would end up with 8x light 10 instead of 1x light 13 in current upgrade all

This is very helpful for more easily selling fragments as you can use the upgrade button in 1 go to know how many shards/fragments you have for sale in an sellable entity without risking you go to a light14 which is much harder to sell
