Change in the DEX formula (in the HR)

Current:

HR = Weapon Skill % + (DEX -50)*1.12 = 100% + 180 = 280 (with 200 DEX)

Change example:

HR = Weapon Skill % + (DEX)*1.12 = 100% + 240 = 340 (with 200 DEX)

A tweak to the DEX formula could slightly improve hitting by improving PVE and balancing PVP slightly.

Explanation

a warrior with 200 DEX and medium Hitting weapon hits a Demon very little:
With weapon hr +100 = 380/450*0.62 = 52% to hit.

With the change:
With weapon hr +100 = 440/450*0.62 = 60.5% to hit.
