Rebirth system changes

What about changing red / blue kill system?

1. Players from opposite cities can only killed blue with safe mode off, but will go to jail.

2. Players in same city can't cast spells blue on red and vice versa.

That improvement, decrease issue related with:

- killing players on rebirth mode, that focuses on leveling

- involving the blue ones in red's fights
