CRUSADE TELEPORT COOLDOWN

Crusade TP should have a cooldown of at least a minute. People just recall and use Sade TP to instantly jump on top of people. I'd recommend a 1 - 2 minute cooldown in between changes. 

Just to be clear, the cooldown should be for changing the TP location, not for using it.
