Add increasing DOT in TOH3

Every 30 minutes in Toh3 receive a debuff that increases damage received, stacks every 30 minutes. Removed after leaving toh3 for 10 minutes.

It would push the difference between people with and without good items even further and make TOH3 unapproachable for newer players.
