I think it is a good idea and it also paves the way for new ideas such as debuff mechanics that could be included in current or brand new talents.
Not having the timer would make it the same as having to look down at your feet for your amp etc. It would also be a nice solution to the awkwardness of being inhib'd, by having an icon at the top right of your screen.
