Change guild TP cooldown to also apply to activation

Change guild TP cooldown to also apply to activation cooldown making so you cannot activate then be teleported into a battle and also could not be teleported then activate just after teleport.

Go ahead and down vote me marvel, this one is for you. Nothing better than a good ole 5 v 3 turning into a 15 v 3 with Ice and XR already on.
