Custom Titles for Top weekly/Top Monthly Raiders + visual effect

It would be cool if players holding a top 5 position weekly, and top 10 position monthly could have a purple or other colour title.

This would be per town.

Potentially a visual effect could be added to the player or their crits/casts. but if it is effort, probably not worth it.
