Character Restart

Provide an option for resetting the character to RB0 Level-1, and with no Talents selected. RETAIN all the other attributes of the character.

WHY: People start new chars often, either because they're new or just experimenting. This option would let people do so without throwing away all of their prior efforts, and also eliminate the task of clearing the character of anything valuable before deletion. Reputation, Contribs, Kill Counts, Achievements, Skill Percents, Frag/Shards, Warehouse contents -- these could all remain on the character while otherwise resetting the character to "NEW" status. Players could then rebuild, from scratch, with new Talents, as they choose, but still benefit from their previous work.

On the Admin side, this would have the added benefits of reducing the admin requests for deleting lowbie chars, and for the "I'm new could I please have a free Talent Change Ticket?" requests.
