Rental system

Given the auction house/in game market isn't happening yet, I figured this idea would be easier to implement.

Add an ingame prompt in Cityhall Officer to create a Rental post or see the current items for rent. In there you can offer any one of your items for a specific coin rental prize. When you do, you keep the item until it is rented, and you get charged 10K times the amount of coins profit - for example a 10c rental would cost you 10 * 10000 = 100K gold. Then, if the item gets rented, you automatically get the coins, the item gets "transferred" to the cityhall officer for a week, and the player who rented it gets a Fragile version of your item, with a week of remaining time. When the week ends, the item disappears and the player who offered it gets it back at the cityhall.

I thought this would be a cool way of letting people have a taste at top tier items without spending a shitton of coins, and people who are trying to sell stuff can make profit of stuff laying around in wh.

To clarify, the process would be:

- Player A puts something up for rental with, say, a cost of 10c. He or she pays 100k gold.

- Player B rents it for 10c with their cash shop balance. Only then, the items gets removed from A and the Fragile version gets created for B.

- After a week, the fragile item disappears from B's bag and A receive his/her item back at the Cityhall.
