Allow unlimited casting of a charge wand’ spell for owners of the corresponding manual

Currently, people who own a spell manual (MIM, Inhib, IS) and who invest in and enchant a corresponding MS22 charge wand cannot cast the charge wand spell once the charges are all used. Again, this is only relative for people who own and have learned the manual. This is a significant issue for people who invest in and enchant these wands. It is also not made clear enough to people prior to the investment. This causes a significant loss of value and makes gameplay difficult, forcing players to swap wands to cast one specific spell, for which the charge wand will almost always be the optimal wand for casting said spell.

Please reconsider this decision.
