Rework criminal as a new faccion

Making criminal as a new class between both cities would be really nice and would give fresh air to the game. This class will be able to kill Aresden and Elvine, and could also be killed by both cities. Maybe a new hero set and a new faction for them, because once you decide to be a criminal, you will not be able to return to your city unless you pay a ticket for it. Criminals could have different bonuses for people to pick as their main faction, more damage, maybe more drop rate or whatever ... Versus being in constant danger everywhere :D

I find that having bonuses is not great because the other city do not have bonuses anymore you would have to redo all the maps of events like capture the relic or battelfield

Who remembers then there was 3rd city Istria. Maybe it's time for a return?

Added a third nation (Istria). Entrance is on the left of middleland.
