New spell/item - Hook?

New rare spell only able to be learnt via spell book or item rare drop  - probably a high level mob drop?

Int >> similar to haste, able to learnt by both mage/warr

Mana cost >> wipe out entire MP once successfully casted

Ability >> aim like para, once successfully casted, drag target 3 squares back. resisted by pfm/mr, fully protected by amp

Do it in the form of a spell book or probably an activation item?
