Modify/Add Event restricted to Blacksmith/Shop/Manufactured/DK items Only

Add a new event or modify a current event so that only Blacksmith/Shop/Manufactured/DK items can be brought in upon entering & used.

This would solve lots of issues:

- Bring back some nostalgia to when most people had no gear and everyone was running around in manu & dk weapons. Most other games do it (wow classic, 07 scape).

- New players have the same edge as anyone else allowing them a chance to get some ek's.

- Allows the manufacturer skill to be meaningful again.

- Will bring new character builds
