Repurpose DF10 as CD Neck

DF Necks are basically useless currently. Instead of DF+10/ 15/ 20 /25/ 30, could they be altered as:

CD +10 / +12 / +14 / +16 / +18

Currently the only way to scale Crush Damage is the fixed amount for only certain talents, or as the second stat on the weapon itself. Adding this neck would allow for more options with Crush while still allowing for HR or EXP weapons.

What about luck +10 ~ +30? Kinda the same purpose but more a unique effect

DF necks are useless because the defense isnt worth it. What is 30 def compared to the other options? the DR on them should be increased. 

repurposing them into more damage is the opposite of what we need
