Rework Mages Circle 10

Idea inspired by Jess, instead of locking mages into "School of Magics", why we dont allow all mages to be able to cast all circle 10 magics but without the active and passive bonuses.

For example:

A Light Fire mage will have all the bonus of Light talent, all the bonus from Fire talent, he will be able to cast Fury of Thor and Hellfire with their respective bonus, but also be able to cast Blizzard and Earth Shock Wave without the bonuses (meaning his blizzard wont have bonus dmg or freeze effect, and esw wont have sp drain).

This will help mostly on pve, since certain types of mobs are weak against a specific element spell.
