Fencing talent: Remove shield skill penalty

Please let fencing talent have 100% shield while using fencing weapons. 

The previous updates have taken too much away from this talent in my opinion making it a rebirth only talent. It already has a DR penalty that matters, I don't think PA on shields needs to be reduced like previous suggestions. I think a fair change would just be removing the shield skill penalty.

Ss pd has almost zero negatives, other than range which is almost always solved by a fencing weapon. Yet ke got nerfed, fencing got a damage nerf ( along with it already being CLEARLY the weaker of the “hunting” talents.) what positives does fencing have? Aoe damage is nice sure( when you can use it. Because outside of lvling/ rb it’s not super common in d4/t3) shield casting is nice too, but most people won’t be fencer because the shield penalty. And shield casting isn’t possible when you have mass mobs/ wars hitting you. Fencers need one of the two things. Option 1: shield penalty only applies while casting. Option 2: shield penalty stays, short sword is given a similar “negative “ and fencers get a damage buff.

Both Short Sword and Fencing have a -5% DR penalty. 

I just don't see why a 50% shield penalty is even needed anymore, casting with a tower really isn't an issue in my opinion. That 50% skill really only reduces damage taken some of the time, the DR for shield casting is always there and still pretty useless with 5+ wars throwing crits at you.

Make shield 50% while casting or leaving shield as it is if fencers had higher damage. Also fencers have -5% dr too

If shield penalty stays damage should increase. Ss pd has ZERO negatives. The only possible negative is “ range” which everyone just uses xcal, br, or ke.
