Entry/Respawn system for CTR with respawn time set based on player counts and recent respawns

With CTR where the intent is to keep respawning and fighting, perhaps there could be a default timer of 5 seconds before respawn, and in the event the numbers are heavily skewed one way or another, the opposing towns respawn timer could be increased. 

it would need to be a que so the player does not need to keep retrying to join

I would suggest that the timer be effected by how many people have respawned recently, and also the total count of players in each team. 

may need to also remove it for the situation where the other town holds the spawn
