Increase the cost to purchase a town change ticket through city hall.
The cost to change should be 100c and 1 rebirth level, regardless of city.

i initially wanted 250c or more, but I think 100c is much more affordable (especially if you are moving to hunt) and the punishment of 1RB loss would motivate more established chars not to move.
Regardless of what would be implemented, free transfers would be offered in order to attempt to balance the server.
