Talent Reset?

A quest with a month cooldown (maybe longer?) that lets you reset 1 talent.

It doesn't give you a talent reset ticket that you can sell or stockpile for later but resets a talent of your choice when you turn the quest in.

It would give newer players that can't afford talent reset tickets a way to change without having to just make a new character to try out a different talent.

The month (or longer) cooldown would limit how often you can change your talents so you can't just flip between talents all the time without having to buy tickets.
