Remove Town Change Scroll

For once and for all only let GM decide on balance changing and remove the town change scroll so people stop crying about "ares did event, we couldnt, wahhh" or "elvine win sade, ares dont, wahhh"
The town you choose should be your home forever unless you completely re-roll, and that is on you
Bring this fucking request into the game.. you are letting more and more people migrate to Aresden.. bunch of Syncro guys all left Elv and join Ares.. lmao.. holy shit this game is so unbalanced.. take the damn thing out of the Cash Shop, and only Cleroth can control if people can move or not
