Remove Town Change Scroll

Everybody bitching but you know damn well your own kind betrayed you and peaced out ..

For once and for all only let GM decide on balance changing and remove the town change scroll so people stop crying about "ares did event, we couldnt, wahhh" or "elvine win sade, ares dont, wahhh"

The town you choose should be your home forever unless you completely re-roll, and that is on you
