Population Balance - Damage reduction during times of significant imbalance

Calculate the total active population on some hidden interval (45-75m) and if either city has over 65% of the total population, apply a flat 5% damage reduction for PvM and PvP to help encourage hunters and raiders to play a different city to help balance the server.

Can scale the damage reduction higher if the percentage increases during the really difficult hours and adjust to something that's reasonable to encourage movement but also not give the lower city an unfair advantage.

Ex:
65% = -5% dmg
70% = -10% dmg
75% = -15% dmg
80% = -20% dmg

This would encourage hunters who swap cities to hunt in peace as their damage on mobs would decrease. This would also encourage raiders who raid in massively uneven numbers to also move as their damage on players would decrease. This could also give the city with lower population a slightly better chance to fight, as they would take slightly less damage in PvP.

There are still issues where it would make the game feel wonky, and weird to people who are not across the changes. Right now for my char, this would mean depending on the actions of other players, my RB would be way slower and that has not much to do with pvp or holding T3/D4.

 Another alternative to this could be giving the underdog town better PA/MA... but then people who jump hunters in other maps are going to have an unfair advantage for a 2v1 or 2v2 fight. Some underdog people might not want a handicap for small fights too.

Its just unfortunate as ideally you want to give both towns the ability to play and enjoy the game without interruption. My preference would be to motivate people to move another way and continue to try balance the towns.

Its made tougher when people have the free will to move, but if that does not change it could still be done, maybe free fragiles or something.

I still voted thumbs up to support the reasoning behind the idea and hopefully see discussion here or on discord.

I have proposed similar idea. But it puts Marvel in big disadvantage that's why there are so many thumbs down.
